The new buyer of Telekom Albania, the Bulgarian magnate, Spas Roussev, is ready to buy one of the three big fixed telephony operators, which supply with Internet even the central institutions of the Albanian state: Abcom, ASC and Abissnet, or the three of them. “Pamfleti”finds out that these companies supply with Internet the National Agency for Information Society (AKSHI) and all the ministries’ websites.
“Pamfleti’s” sources say that new buyer of Telekom Albania, the Bulgarian magnate, Spas Roussev, is ready to buy one of the three big fixed telephony operators, which supply with Internet even the central institutions of the Albanian state: Abcom, ASC and Abissnet, or the three of them.
After buying, together with an almost unknown Albanian, the Albanian mobile phone pioneer, former AMC (Telekom Albania), Roussevi is thus seeking access to the data networks used by banks, but also the Albanian state.
But who is Roussevi and what does he want in Albania?
Spas Roussev has also been the main shareholder of Vivacom, the leading Bulgarian telecommunications company in Bulgaria, since 2015.
According to the Platform for Organized Crime and Corruption Reporting (OCCRP) in Bulgaria, Roussev is known as an oligarch and suspected of strong ties to organized Bulgarian crime and criminals such as Ivan Todorov, VasilBozhkov and PetarPetrov.
Petrov, convicted for money laundering (26 million euros), was photographed several times in Roussev’s yacht, in his company.
In Bulgaria and in the international media it is stated that the purchase of Vivacom in 2015 from Spas Roussev was made in a suspicious way. To date, there is an open judicial process in London’s Supreme Court between Roussev and Empreno Ventures Company, which claims to own 76 percent of Vivacom’s shares.
Vivacom Telephone Company was privatized in 2012 by the Russian investment fund led by Spas Roussev, VTB Capital and the Bulgarian TsvetanVasisilev, the former manager of the fifth largest bank in Bulgaria.
In 2014, Vasisilev bank went bankrupt; VTB Capital shareholders along with Vasisilev could not pay a loan of 150 million euros received for Vivacom.
For this reason their shares were auctioned and after 20 suspicious auction rounds, VTB Capital, through two other companies, bought Vivacom Bulgaria with one third of its value. So VTB Capital, with Spas Roussev at the top, was both the seller and the buyer of the company.
Such transactions are conducted only by organized crime bosses. The question is: after failing with money laundering in Delaware of USA, since the Americans “cut off” his hands right away, did Edi Rama make good calculations by passingthe line of dirty money laundering to the European East?
